KCBS Insider Phil Matier is away today. We're seeing a rise in the rate of homeless individuals and families applying for aid and housing. The number rose from 9,936 to 15,334 last year. While Mayor Breed shared a two-year budget proposal for new emergency shelter spots and housing units, the city is incapable of meeting the demand.
