For my program this evening I have decided to focus on the how the enforcement of our immigration laws has morphed over the past 50 years, calling upon my institutional memory of the former INS when I was hired back in 1971. Beginning with Jimmy Carter who ordered that INS employees stop using the term to describe illegal aliens - and use the term “undocumented immigrants” public perceptions were altered by the political leaders of both parties. Perception has become reality and for the profiteers of immigration, the immigration system has come to serve them well- changing from a law enforcement agency that was supposed to protect national security, public safety, public health and the jobs and wages of American workers, to a system that provides an unlimited number of exploitable foreign workers, foreign tourists, students and, for the immigration lawyers- on both side of the political aisle, an united supply of clients.
