On the CBS News "Weekend Roundup," millions of Texans lost power for days after a winter storm overwhelmed its electrical grid. President Biden has approved states of emergency there and also in Louisiana and Oklahoma. Dozens have died trying to keep warm. CBS's Omar Villafranca reports from the Lone Star state.
